"Right now, our tobacco taxes don't do that," said Dr. Rob Crane, president of the Preventing Tobacco Addiction Foundation.
As for illegal sales to teens and enforcement of the 21 or older law, he said: "Ohio fails our kids. Our underage sales numbers are sickening."
