Enforcement
Colorado’s comprehensive statewide Tobacco Retail License has a fee structure built to fully fund enforcement. The Division of Liquor Enforcement is the designated agency to conduct the mandated two compliance checks per retailer per year. Penalties are placed on the retailer with the risk of license suspension or revocation. A model enforcement structure to keep youth safe!

All public health is local. Often Big Tobacco works to add preemption to statewide tobacco control bills so cities and counties are unable to enact laws that better protect the public.

Higher tobacco taxes are associated with decreases in tobacco use and increases in cessation and lower youth initiation.
The tax per pack of cigarettes is $0.84 as of 2020; however, it will be increasing to $2.64 by 2027. There is no e-cigarette tax as of 2020; however, it will be increasing to 30% of the manufacturer’s list price in 2021.
