Enforcement
Minnesota relies on enforcement to take place by a licensing authority at the local level. ID checks are required for any purchaser that appears to be under 30 years of age. Compliance checks are required to be conducted once per year per retailer and must be done with underage decoys aged 17-20. Penalties are civil in nature and placed on the retailer. Minnesota also has a strong penalty fee structure and violation may result in suspension or revocation of a Tobacco Retailer License. We expect to continue to see strong compliance in Minnesota.

All public health is local. Often Big Tobacco works to add preemption to statewide tobacco control bills so cities and counties are unable to enact laws that better protect the public.
